This first, post-European elections standard "Parlemetre" functions as a primary post-electoral account of European citizens' perception of the European Parliament, and the image that the institution represents to them. In view of the 2014 elections, this survey acts equally to determine which of the policies defended by the European Parliament are perceived as priorities in the eyes of Europeans, and the values which the institution must defend in priority. To better understand the results, it is essential to remember that this survey was conducted in late January - mid February 2010. Thus, it was carried out prior to the considerable monetary pressures which are currently afflicting the EU. The reader should also note that it is necessary to take into account not only the overall results, but also those pertaining to each Member State, as there are considerable national variations for all questions. Europeans' media recall of the European Parliament is significantly increasing. It has risen from 42% at the end of 2007 to 62% today. Although knowledge about the European Parliament is on the rise, respondents still have a limited knowledge about the institution's activities. This stands at 30% (+7 percentage points). For Europeans, the Parliament should, as a matter of priority, defend policies to combat the crisis. Tackling poverty and social exclusion is the highest ranked policy priority, leading the way with a 44% European average. It is followed by consumer and public health protection (35%) and the fight against climate change (34%). In terms of the values to be defended by the European Parliament, respondents accord by far the highest ranking to the protection of human rights (62%), followed by equality between men and women and freedom of speech (both 36%). Finally, a clear majority of Europeans (55%; +7) would like to see the Parliament play a more important role.

A national analysis has been carried out as a follow-up to the exploratory study ‘Major changes in European public opinion with regard to the EU’, which showed how public opinion had changed in the 28 Member States since 1973. The new national analysis is made up of three Powerpoint presentations that show how public opinion in each of the Member States has changed since 2007. 1. The first presentation, ‘national public opinion trends’, analyses how the answers to key Eurobarometer questions changed in each Member State between 2007 and 2015, in particular: The image of the EP, the role of the EP and the membership of the EU. 2. The second presentation, which also focuses on individual Member States, is devoted to socio demographic trends. It shows the main differences between the EU average and the national results for the key questions referred to above and for others. It breaks trends down by gender, age and socio-professional category. 3. The third presentation deals more specifically with topics relating to ‘identity and EU citizenship’. The changes in public opinion between 2007 and 2015 are dealt with on a national basis and compared with the European average. On a socio-demographic level, a specific analysis was made of the differences between age groups.

European citizens are looking more and more favourably on the European Union. They increasingly feel that their voice counts in the EU and that their countries have benefitted from being a member in the European Union. The 2017 Parlemeter of the European Parliament takes a close look at citizens’ opinions on the EU membership as well as on their attitudes towards the European Parliament, its priorities, actions and mission. In the framework of the renewed debate on the future of Europe, 47% of European citizens feel that their voice counts in the EU, the result since the European elections 2009. A clear majority of Europeans keeps supporting their country’s membership in the EU. 57% of respondents feel that the EU membership is a good thing for their country, almost as many as before the crisis. Most respondents in all Member States say that EU membership has benefitted their country. Finally, an increasing number of citizens find that things are going in the right direction in the EU (31%, +6 compared to March 2017). The European Parliament also sees an uptick in public opinion. An increase of eight percentage points now sees 33% of all citizens having a positive image of the European Parliament, while 42% of respondents still have a neutral image.
