Dataset produced under LOVAC, part of France's national plan to combat vacant housing (launched 2020), which supports local authorities and decentralized services in identifying and characterizing vacant dwellings. It is built from the DGFiP's 1767Biscom file, cross-referenced with Cerema's Fichiers Fonciers and DV3F, the Base Adresse Nationale, and the Référentiel National du Bâtiment. It counts vacant dwellings in the private housing stock by municipality, department, region and nationally, broken down by length of vacancy, distinguishing short-term (frictional) vacancy from long-term (structural) vacancy, the target of the national plan. The data also feeds the Zéro Logement Vacant public service, run by the Directorate-General for Planning, Housing and Nature, which helps communities mobilize owners of long-vacant private rental housing, including poorly insulated dwellings affected by the Climate and Resilience law.Background: The LOVAC treatment was created as part of the [national plan to combat vacant housing] (https://www.ecologie.gouv.fr/plan-national-fight-against-housing-vacants). LOVAC data feeds Zero Housing Vacant, the free digital public service offered by the Directorate-General for Planning, Housing and Nature.
