Background: The LOVAC treatment was created as part of the [national plan to combat vacant housing] (https://www.ecologie.gouv.fr/plan-national-fight-against-housing-vacants). Launched in 2020, it aims in particular to equip decentralized communities and services in the identification and characterization of vacant housing in order to offer solutions for re-marketing adapted to the owners concerned. LOVAC data feeds Zero Housing Vacant, the free digital public service offered by the Directorate-General for Planning, Housing and Nature. This tool is intended to support communities in mobilizing owners of structurally vacant housing (vacants for more than 2 years) and the private rental park to prevent the vacancy of energy sieves (Climate and resilience law). Presentation of the dataset: LOVAC is a database based on the file 1767Biscom of DGFiP, cross-referenced with the Ficheers Fonciers (FF) and DV3F of Cerema, as well as the Base Address Nationale (BAN) and the Référentiel National du Bâtiment (RNB). These data make it possible to count the number of vacant dwellings in the private stock by municipality, department, region and France and by length of vacancy. They thus make it possible to distinguish the short-term vacancy, known as frictional, from the long-term vacancy, known as structural, which is the target of the national plan to combat vacant dwellings.
