This dataset contains France's answers to the Open Data Maturity questionnaire, compiled by the Etalab team as part of the annual assessment run by the data.europa.eu portal, operated by the Publications Office of the European Union. The survey evaluates national progress on four criteria: policy maturity, impact measurement, national portal maturity, and data quality, and groups countries into maturity tiers from trend-setters to beginners with tailored recommendations. The Open Data Maturity report 2021 assesses the progress made by European countries according to four criteria: — maturity of public policies relating to openness (*Policy*); — quality of measuring the impact of open data (*Impact*); — maturity of the national open data portal (*Portal*); — quality of open data (*Quality*). The report groups countries into four different groups: those who define trends, those who progress rapidly, those who follow and beginners, from the most mature to at least mature. Recommendations adapted to the level of maturity and characteristics of each of these groups are provided.
