This dataset presents the answers to the questionnaire provided by the Etalab team to evaluate the [Open Data Maturity](https://data.europa.eu/fr/impact-studies/open-data-maturity) (maturity of open data) in France. The open data maturity index is an initiative of the portal [data.europa.eu](https://data.europa.eu/fr), operated by the Publications Office of the European Union. **Data description** You will find in the files — A file in xlsx format (data collection format); — A PDF file to make it easier to read long answers. **What is the Open Data maturity report?** The study on the maturity of open data serves as a reference for an idea of progress in the field of open data in Europe. The Open Data Maturity report 2021 assesses the progress made by European countries according to four criteria: — maturity of public policies relating to openness (*Policy*); — quality of measuring the impact of open data (*Impact*); — maturity of the national open data portal (*Portal*); — quality of open data (*Quality*). The report groups countries into four different groups: those who define trends, those who progress rapidly, those who follow and beginners, from the most mature to at least mature. Recommendations adapted to the level of maturity and characteristics of each of these groups are provided.
