**Presentation** To ensure effective digital coverage of the territory, the France Mobile Programme aims to provide targeted coverage to the points of interest identified in the context of the New Deal mobile, namely the creation of approximately 5000 4G sites under the Targeted Coverage Scheme (DCC) and 1000 sites under the ‘fixed 4G’ (fixed 4G) coverage extension scheme. Under this DCC scheme, each operator is required to install 5,000 new sites (some of which can be shared), at a rate of 600 to 800 sites per year. These sites are identified by the territories, within the framework of local project teams chaired by the Prefect of the Department (or region) and the President of the Department (or region) and composed of representatives of the prefectures of the regions, the presidents of the EPCIs, associations of local authorities (mayors and rural mayors) and the project leader of the public initiative networks of the Plan France Très Haut Débit. Operators must cover the area in voice, SMS and 4G Internet, at the latest within 24 months of the publication of the decree setting out the list of sites to be covered. The objective of the fixed 4G coverage extension device is to ensure good broadband coverage in uncovered or poorly covered areas. Orange and SFR have an obligation to install 500 new sites each. Once an area has been selected and published in a ministerial order, operators have a maximum of 24 months to provide the expected coverage (‘fixed 4G’ internet access).
