COVID-19 outbreak monitoring indicators
This dataset provides the departmental epidemic monitoring indicators used by the French government since the second phase of de-confinement (from 2 June 2020) to guide differentiated local measures. It includes four indicators: the incidence rate (new positive cases per 100,000 inhabitants over a rolling week), the virological test positivity rate, the virus reproduction factor (R0), and a risk-level classification, each assigned green/orange/red thresholds. Published by the Ministère des Solidarités et de la Santé, it covers all French departments and supports comparison of epidemic activity across geographic areas over time.}### Presentation of monitoring indicators On 28 May 2020, as part of the second phase of the de-confinement plan, the government presented the departmental summary map, which serves as a reference for differentiated measures applied since 2 June. This map is built on the basis of 4 indicators and is complemented by a risk analysis. The indicators are as follows: **1. Epidemic activity (incidence rate)** Incidence rate is the number of people tested positive (RT-PCR and antigenic test) for the first time in more than 60 days relative to population size. It is expressed per 100,000 inhabitants and makes it possible to compare geographical areas between them. Three levels have been set for this indicator: - green: below 10 people tested positive out of 100 000 people tested, over a slippery week; - orange: more than 10 people tested positive out of 100 000 people tested, over a slippery week; - red: more than 50 people tested positive out of 100,000 people tested, over a slippery week. **2. Virological test positivity rate** The positivity rate corresponds to the number of people tested positive (RT-PCR and antigenic test) for the first time in more than 60 days compared to the total number of people tested positive or negative over a given period; They have never tested positive in the previous 60 days. Three levels have been set for this indicator: - green: positivity rate between 0 and 5%; - orange: positivity rate between 5 and 10%; - red: positivity rate above 10%. **3. Virus Reproduction Factor (R0 evolution)** The number of reproductions of the virus: this is the average number of people an infected person can contaminate. If the effective R is greater than 1, the epidemic develops; if it is less than 1, the epidemic regresses. This indicator, stopped on Tuesday and updated on Thursday, is an indicator of the epidemiological situation about 7 days before and must be interpreted in the light of screening and data collection activities.
