The 16 German Länder from VG250, the Federal Agency for Cartography and Geodesy's official administrative-areas dataset (vintage 1 January), served by BKG's own WFS 2.0 (sgx.geodatenzentrum.de/wfs_vg250, layer vg250:vg250_lan) as GeoJSON in EPSG:25832. Each row carries the official keys ags and ars (the two-digit Land key, 01 to 16), the name (gen), the designation (bez: Land, Freistaat, Freie und Hansestadt), the NUTS-1 code and the polygon. The entry is served restricted to gf (Geofaktor) 4, the land surface, by the GeoServer parameter CQL_FILTER=gf=4 carried in every request (visible in upstream_url): 16 rows, exactly one per Land, so ags=09 is Bayern. The unrestricted layer holds 34 rows; its gf 1 to 3 rows are North Sea, Baltic and Bodensee surfaces under the SAME ags (e.g. "Bayern (Bodensee)"), and BKG documents that every unit has exactly one gf=4 record.
