Program MPP obecnie obejmuje 20 podprogramów dedykowanych lęgowej awifaunie oraz 5 podprogramów, w ramach których gromadzone są dane na temat gatunków przelotnych oraz zimujących w Polsce. MPP dostarcza reprezentatywnych dla obszaru kraju wskaźników stanu populacji wybranych gatunków ptaków oraz trendów ich zmian. Uzyskiwane wskaźniki dotyczą trzech parametrów: liczebności, rozmieszczenia oraz rozrodu (tylko dla 7 gatunków). Podstawą do realizacji programu jest art. 26 ustawy z dnia 27 kwietnia 2001 r. - Prawo ochrony środowiska oraz art. 112 ustawy z dnia 16 kwietnia 2004 r. o ochronie przyrody.
