Ankietę skierowano do jednostek administracji rządowej – zarówno centralnej, jak i terenowej; instytucji centralnych (Kancelarii Sejmu, Kancelarii Senatu, Kancelarii Prezydenta RP); jednostek samorządu terytorialnego wszystkich szczebli: wszystkich samorządów województw, powiatów oraz miast na prawach powiatu, a także do niemal dwóch trzecich (64,3%) losowo wybranych gmin; spółek skarbu państwa, a także sądów powszechnych wszystkich szczebli (apelacyjnych, okręgowych, rejonowych), sądów administracyjnych, Sądu Najwyższego oraz Trybunału Konstytucyjnego. W sumie do udziału w badaniu zaproszono 2593 podmioty. Odpowiedzi na ankietę udzieliło 1317 jednostek, co oznacza wskaźnik realizacji badania na poziomie 50,79%. Celem badania było poznanie doświadczeń związanych z szeroko rozumianymi kwestiami dotyczącymi realizacji polityki otwartości danych i udostępniania danych przez jednostki sektora publicznego w kontekście ustawy z dnia 11 sierpnia 2021 r. o otwartych danych i ponownym wykorzystywaniu informacji sektora
