Aquesta disposició s’aplica a la producció, emmagatzematge, comercialització o posada al mercat de vegetals, productes vegetals i altres objectes que són o poden ser útils en l’agricultura i la silvicultura, a la certificació de llavors sota control oficial, a la neteja de grans de cereals de fecundació autògama i de lleguminoses, a la comercialització de llavors a granel, a la producció de material vegetal amb destinació a la pròpia explotació i a les varietats locals d’interès agrari a Catalunya.
